The first time I had ever heard of FEMA was in the aftermath of Katrina. I don't recall ever having heard a single good thing about it since then. This is the agency that just a few months ago emptied a warehouse full of millions of dollars worth of supplies purchased with federal funds and earmarked to Katrina victims - but instead just sat in a warehouse for years until FEMA wanted the warehouse back, so they just donated all the stuff to other federal agencies, since they figured that the Katrina victims didn't need them anymore anyway.
