Believe it or not, a single system was suggested at the first, but the NJ legislature experienced a sudden mass-orchiectomy and opted for a two-tier het-marriage/gay-civilunion bill instead.
It was criticized then as not being an equal system. I thought at the time it would end up back in the courts. Maybe they're going to try and me proactive?
