I'll tolerate nearly anything for internal use, but when an article or letter is intended for a different audience it must be correct, if not formal. Oxford commas are not required; however, periods, commas, and conjunctions are.
I wouldn't require Oxford commas even though most authorities on American English recommend their use. What I do expect is consistent use. It's not to sort of thing that would get one culled early on, but it easily could be the sort of detail that might influence final decision making. (But show me someone who is able to correctly punctuate a list with colon, commas, and semicolons and I would very likely fall in love.)
