This is located only a couple of blocks from the Barcelona city hall (ajuntament). My guess is that this is an area with a lot of pickpockets and that's why they have a videocamera there. Eric Blair (George Orwell) fought on the Republican side during the Spanish Civil War and wrote a book about it called Homage to Catalonia.
